Warren County arrest warrants are public documents. In Ohio, access to arrest warrants and other public records is guaranteed by Section 149.43 of the Ohio Revised Code (Ohio Public Records Act). This legislation ensures that official records in the possession of government agencies are accessible to the public. However, under Section 149.43(A)(1)(h) of the Ohio Revised Code, a Warren County arrest warrant qualifies as a Confidential Law Enforcement Investigatory Record if its disclosure will compromise an active investigation. Consequently, individuals cannot access an arrest record whose public scrutiny:

  • Reveal the identity of a suspect who has not been charged.
  • Expose the identity of a confidential source.
  • Endanger law enforcement officers, victims, or witnesses.
  • Divulge Investigatory techniques or procedures that, if known, will jeopardize future law enforcement operations.

Likewise, individuals cannot access Warren County’s sealed or juvenile arrest warrants or warrants issued after a grand jury indictment (until law enforcement apprehends the wanted person).
